Subject: [PATCH] tools/xl: Mandatory flag indicating the format of the
 migration stream

Introduced at this point so the python stream conversion code has a
concrete ABI to use.  Later when libxl itself starts supporting a v2
stream, it will be added to XL_MANDATORY_FLAG_ALL.
